If we have a bunch of folks in Washington fighting each other, then at least they can't gang up together and fight all of us. That was the entire design. Now, The Constitution obviously was adopted two years later, 1789. And in the course of the debate over the Constitution, there was a vigorous debate about whether or not we need a Bill of Rights.
