If you do that, you work I believe closer to government run health care and some would like that trap people on Medicaid, get closer to government run health care. I'm not a proponent of that. The Wisconsin way has always been let's get people off of Medicaid and move them over into regular insurance. And that's why the exchanges are out there and we've moved people, people off Medicaid and onto the exchanges. (10:31–10:38)
