There is no federal control of elections. What the federal government can do, it can seat members of Congress, it can accept electoral college votes from the states. And when the judiciary, When the Supreme Court and the judiciary decides to do its job, it can enforce federal law that requires a bit of uniformity or at least, you know, the illusion of fairness across the execution of elections.
