You see, The Voting Rights Act said that any electoral practices that resulted in the reduction or denial of black voting power violated Section 2 of the Voting Rights Act. and those actions were unlawful. Specifically, states couldn't engage in electoral practices or create voting systems that denied black voters an equal opportunity to elect their candidates of choice under its protections.
