And, Joe, the problem with that is that they never did a study that said, if we charge this dollar amount, we'll get this much congestion reduction. Right, Right. Because the issue wasn't congestion reduction. What it was was They wanted to raise money so they could fund their public transit system. Right. They can fund their trains. Right, I get that. But you don't take money from drivers and fund just transit. Usually if you tax drivers, the money goes to roads, not to transit. (15:28–15:33)
