A commercial, A non domiciled CDL in its original vision was if you go from one state, you're a resident of New Jersey and you go to Texas, you could get a non domiciled CDL in Texas because you're a resident of New Jersey. It was for American citizens. Like many things, this law has been contorted and has now been applied to people who are foreigners coming into the country. And again, it's been carte blanche.
