Isn't that a project that has to begin, though, with the primaries and the primary system which incentivizes extreme candidates? I mean, that's a huge part of it. I mean, When we look at why is it that we have a Congress that is so completely out of touch with where most of the electorate is? It begins and ends in the primaries.
