It's created great divisions in this country for the last three years. It was passed so that we could figure out what's in. We still don't know, understand. Three and a half years after its passage, this bill still isn't ready for implementation. And that's really a problem. I really want Americans to really consider as they're watching the dysfunction that is going to be playing out in the last in the next couple of weeks. (04:16–04:22)
