He can find certain pockets that he does have reapportionment authority on, but that's going to be limited. I can't really tell you. I mean, I'm sure Russ Vogt is as good as anybody at doing this. They found enough money to pay the military for their first paycheck they would have missed. I'm not sure there's going to be money for that.
