Number one, would provide the Secretary of Homeland Security expanded authority to issue directives to agencies to mitigate substantial security threats. Two, Provide the Secretary authority to implement those measures himself if the threat is imminent and the directive is not reasonably likely to result in a timely response. And three, require OMB that OMB report to Congress annually on the number of times OMB has used its existing enforcement authority to force an agency to comply with OMB's promulgated cybersecurity policies.
