What has been put under mandatory, that should be discretionary. It covers the entire gamut of Federal spending on education, welfare, food stamps, veterans benefits has been transferred into mandatory spending. So it's completely out of sight, out of mind and accountable. When it sits in discretionary, maybe just help folks understand what does it mean if it sits in discretionary? (10:13–10:17)
