Well, the way Florida works, if you increase money, it goes to the school districts and then they divvy it up how they see fit. So there's bureaucracies that get serviced, there's other things that get serviced. So We created with the legislature something called a categorical teacher pay appropriation. So we started with a half a billion. This year we did 1.38 billion. And it can only be used to increase teacher salaries. And so the school and they've got to do that. (17:49–17:56)
