Even though the reality is If you go back to 2009 and extrapolate out to today, we basically given an increase at the rate of inflation for those 15 years. That's what the facts are. So we actually passed some bills which were nowhere near as far as I would like to go. But they incentivize discussions about consolidation. (43:03–43:11)
