This is one of the greatest lessons I've learned. It was a very, very tough time in Los Angeles. It was right after the Rodney King beatings. There was a federal consent decree. The federal court was literally running LAPD. We had a very, very popular chief of police, a black gentleman, Bernie Parks, very well liked, and a good cop and a good person, not a good manager.
