The bottom line is our system is out of scale and very expensive. And as obvious as these challenges are, we haven't been able to fix it. Efforts like Act 68, Act 46 and Act 127 have fallen short [in fixing the education system]. because they tried to tinker with an existing structure that simply isn't working well. So let's have the courage to fix the entire system to make it work better for all kids and give them more opportunities from cradle to career. (25:58–26:05)
