I think in West Virginia, if we don't make the timelines, we're setting up with our regulations and our permit issuance, the applicant gets the money back, so we're doing that. Second, If you start to get to a situation where you're revoking permits, then one thing you could do on the federal level, say we need to penalize that kind of behavior. as well, so that it's not so easy for the federal government to stop what companies have relied on in some cases for 13 years.
