Before I came in and became governor, I was talking to some of the other governors and they were showing me some of the evidence that showed that, that when kids aren't on cell phones during the class time, you are more focused on learning. Makes a lot of sense, right? So when it comes to things like that, like changing the time that you start school, to me it's about will that actually help people, will make it easier for kids to learn. (23:24–23:39)
