That's catastrophic for the future of the state and families. I argue if you look at cities like Detroit, this is the civil rights issue of our lifetime. You can't have 15% of 8th graders in the city of Detroit going to school who are at grade level 15. That means 85% of those kids aren't there. So I've got some real solutions for this, how we get kids reading. And I would focus on literacy for third to fourth grade with reading reclamation. (03:09–03:16)
