Put shop back into high school. The federal government using Title 1 money can help schools here in the state focus on reading in the third grade. You know There was a bill that... within the last eight years they took away the requirement that if you're not reading at the end of the third grade... you got to get held back. And I know that might hurt some feelings but I'll tell you what, I would rather have that than those kids end up in prison or on welfare for the rest of their life. (12:42–12:54)
