And in a move that I believe is incompatible with the text and original understanding of the statutory language, the Supreme Court, about 20 years after the NVRA was passed, The Supreme Court of the United States interpreted the NVRA mistakenly as prohibiting the states from verifying the citizenship of someone registering to vote at a DMV using an NVRA supplied form. Now, the Supreme Court was wrong. Justice Alito explained in his dissent in that case, Intertribal Council versus Arizona, why that was wrong.
