We've got a system of laws under the NVRA that makes it really easy to go into a dmv, fill out some forms, check a box and sign your name and say, I want to register to vote. That's how we got 278,000 registered voters who are noncitizens just in those four states alone: California, Pennsylvania, New Jersey, and Nevada. to say nothing of the tens, if not hundreds of thousands of others in other states who may have done the same thing.
