And one of the things that I learned is that I said, guys, development aid is important, but it has to serve American national security interests and it has to be supported by the American people. And The fact that development aid can't get through on an independent vote in Congress, but has to get joined up to the military budget probably speaks to the fact that a lot of decisions have been being made without the absence of a conversation with the American people. And that needs to be had. And so, you know, development aid is going to continue to be important part of our toolkit. How we deal with the world. (56:58–57:12)
