First, we're closing a loophole that never, ever should have existed in the first place. Teachers, coaches, social workers, these are people entrusted with the care and guidance of our young people. When someone uses that authority that they've been given, when they've been entrusted with the care of a young person, someone 16 or 17 years old, you know, that's not a relationship among equals.
