The National Defense Authorization act goes down in the Senate. They don't have the votes to proceed onto what is normally a very bipartisan bill. I've voted for almost all of them. I think I've been a part of constructing a number of them. Republicans and Democrats usually do work together on this stuff. Not getting that in the House of Representatives.
