The real problem is it's seen as a jobs program, not that we're not holding them accountable. Every district has a presence that gets money from Defense, and I won't say the name of the company. There's a company in the district that makes a part of. It's about as big as my pinky, and it goes on submarines. And every year they come and ask me to buy more submarines than the Department of Defense even requested. Now, they employ a lot of people, but it's a part this big. (1:11:40–1:11:46)
