It made harder to enroll and by making enrollment more difficult, often just paperwork difficult. We found in some areas that have already done this, you'd had, I think it was In Arkansas, 70% of people that were eligible but weren't getting coverage. It's simply because the bureaucracy, the paperwork involved was so very difficult. So that's part of the Medicaid changes, the ACA obviously getting rid of some of the tax credits, making it harder to afford. (03:01–03:07)
