Yeah. And the reason it's not is not because I object to Pell Grant, but because With Republicans having such a dominant role, it was easier to get a tax credit than to get a direct expenditure. That tax credit is an expenditure as much as any that you would appropriate in your subcommittee. It's just done through the tax code instead of writing a check. (10:42–10:56)
