I established the first of its kind fraud oversight committee here in the legislature that exposed the fraud in Minnesota to the nation. Now we need executive actions to root it out and prevent it in every one of our agencies. Stopping fraud isn't a one time action, but it is an ongoing of a change of the culture within state government. It has to start at the top. It's going to take someone who isn't a 20 year Washington insider who sat idly by while the fraud crisis consumed an estimated $9 billion of taxpayer money. (05:08–05:17)
