That's clearly not a balanced viewpoint across universities. If they're receiving federal funding, then they're going to have to pay attention to some, well, not only federal law, which is of course first and foremost, but other issues as well. Now, if you don't want federal funding, okay, then you have a right to operate totally as a private university.
