Really what the Department of Education does is it is a pass through of money that is appropriated by Congress to come to specific states with particular grant competitions, et cetera. But 90% of most every state budget's education is from the state. Only 8 to maybe 10 or 11% comes from the federal government. So to have all of this regulatory burden put on states to comply. I think one of the stats that I had from my Tennessee was that 47 cents of every dollar that came to the classroom teachers spent that 47. (09:36–09:47)
