Because we would need to pass bond elections that will never pass again in this community the way we're situated. And so we have a lot of expenses but we just don't have the money to deal with it. Our budget is coming in literally flat. I do not believe that there's any fat in the budget, but still the community needs are there and we need to come to some point in time where we're going to say we need to address these issues.
