That elections are part of it. But it's a lot more than that. It's a rule of law taking place. Venezuela is the last country of 148 countries that are evaluating in terms of the rule of law. Venezuela is number 148. So Venezuela is a country with the least capacity to enforce through rule of law and mechanisms that can Change, of course.
