Different agencies do that, but we handle that infrastructure of water. When I was a first appointed commissioner, I hosted a workshop on small water utilities because We had 70 water utilities that hadn't had a rate case in more than 25 years. And a lot of people would say, great, no rate case, but that's not good. That's an area we need improvement. We've seen some dramatic improvements during that time. (45:12–45:18)
