I do think that we should look at drunk driving in comparison to how we sentence for other crimes. Basically, when an individual is drunk behind the wheel, that car is a weapon and yet Multiple offenses of [drunk driving] are not considered crimes. Whereas second usage or second usage being found for marijuana is a felony. The proportions of those crimes are totally imbalanced. (15:58–16:03)
