Just as we have limited the use of nuclear, chemical and biological weapons, I would work with allies to shape international norms that prohibit the use of rogue technology. And finally, our world is more complex than ever. Almost 30 years ago, we went from a binational competition between the U.S. and the Soviets to the U.S. becoming a single superpower as countries broke up and new ones formed. The advent of technology created new opportunities to bridge gaps among peoples, but also created new threats as non state actors could mobilize asymmetrically against our overwhelmingly conventional power.
