Now, for Milwaukee and Racine, that's a different situation because a much greater percentage of students are enrolled in voucher schools. And the public schools simply do not have the capacity to handle that overnight. And The majority of the kids who are using vouchers are low income. So it would be extremely disruptive and counterproductive to their educations to make them move school. So my plan will not make any kid move schools in Milwaukee and Racine. (13:09–13:14)
