Well, to the extent that we have a surplus next year, we, we have to look at what our bills are. And for 15 years we've had a gerrymandered Republican majority that has not paid Wisconsin's bills. That's actually why our property taxes are so high, is because the state has not funded its fair share of our public schools. And that's created a very unacceptable and inequitable system for property taxpayers being constantly asked to pass these referendums to keep the lights on in our schools. (03:23–03:30)
