But it is my responsibility as a senator and if I'm lucky enough to become governor, to do what I think is in the best interest of the state. And that means not spending money that we don't have yet. A lot of people, I think, mistakenly were told that this is money that's sitting in a checking account somewhere. It's not. It's a projected surplus.
