Wisconsin actually has one of the most competitive health insurance marketplaces in the country. People don't necessarily realize that because we actually have multiple provider owned nonprofit health insurers in the state. And I would like to open up the state health insurance pool, the one that I'm in as an employee, and allow anybody to buy in. So listen, I've been a small business owner for 13 years and one of the biggest barriers for small businesses to start and to grow is that they don't have access to benefits. (01:50–01:58)
