Well, that was recorded on a piece of paper, but they determined that it wasn't good enough. Now, remember Hanging Chads, 2002, Bush v. Gore. The Congress passed the Help America Vote Act. And in that act, they said, number one, you have to buy a machine, and the machine has to be made and manufactured in the United States. Number two, you have to eliminate paperless ballots. You cannot use any machines that are paperless. And number three is you have to have a voter verifiable paper ballot. (14:52–15:07)
