I think what the Senate of Pennsylvania needs to do now is figure out how they can find 26 votes for a package that can pass in the Senate and also pass in the House. We have a divided government. We've got a Senate led by Republicans and a House led by Democrats. Everyone has to compromise. I have run back and forth between the leaders of both chambers all summer.
