Why have we not done a better job of addressing this issue as it relates to the criminal justice component? Well, overall, We've done a poor job of funding healthcare in the state. so it's just a subset of that. I was under the impression from some of your colleagues that you all had actually done a little bit better in the last two sessions on mental health than you had previously. (14:09–14:14)
