If you arrest someone in Kingwood, DWI or house invasion, you name it, and you got to take them downtown, that's an hour. You get to intake, that's two hours. Traffic's bad on the way home. If you're in Russia, it'll eat up the entire ship. There's got to be a better way. Either a regional or local community jail, maybe partnering with the constables to take them downtown.
