I'm very pleased and I'm proud of City Council for taking the time to understand the budget as it represents a foundation for Houston's future. We've kicked that can down the road as long as anyone can remember. The previous administration was blessed with federal Covid ARPA money that they used for ongoing expenses. We have no such fund and would not do that. We have a pay as you go, as you well know. (01:31–01:40)
