We have a more severe revenue cap than any other city in Texas. Likewise, we don't have the revenue source of Austin, who owns its power electric company in San Antonio, who has a gas company. Houston's really been neglected for years by many local stakeholders, but certainly the state of Texas. We need an urban agenda.
