And I think we've got to be more prescribed in what we're looking at and treating every dollar we have dearly and trying to do it. And again, I don't blame the Navy. We get this budget, and you either spend it or lose it, and that leads to some of the inefficiency. What I'm trying to do is I know I can't change that system, but what I can change is how we efficiently allocate it and think about it and make it more productive when we're putting it out there.
