Well, the response from the Department of Public Instruction, rather than trying and encouraging institutional change in Milwaukee, is to lower the scores, to make it look like it's better. It just doesn't. It's hard to get buy in from outstate legislators to say, hey, we really need to focus on X, Y and Z in Milwaukee. When you have community leaders, you have leaders in the district and you have state educational part of the educational bureaucracy not willing to make big changes at all or even sit down and talk about it.
