On top of the housing allowances, the traveling and everything else, that's the responsibility of the employer and have that be economic. By not making the H-2A program workable, we're literally forcing the exporting of our hand labor crops to Mexico. And that's simply what's happening. If you look at the million tons of fresh produce coming in from Mexico, it's gone from 4 million tons in 2000 to about 20 million tons today. (15:39–15:47)
