In 2023, I introduced the Outbound Investment Transparency act and pushed for its inclusion in the authorization bill. That year, The Senate voted 91 to 6 to include my amendment in the annual defense bill that year. Obviously, this enjoys broad bipartisan support, recognizing the challenge and indeed the threat that China could pose. It's highly unusual, as we know now, to see that level of agreement in Congress. (05:27–05:36)
