That's sort of an antiquated idea, but I think it's really important. And so again, don't, don't take this as being comfortable with what Obama and Clinton did. Clinton, of course, prosecutes a military attack on, largely on Serbs in the late 1990s in the Balkans, and he doesn't get permission from Congress to do that. And two things happen.
